District Court vs Municipal Court
Kansas does not use a Texas-style county court or justice court structure for Kiowa County trial-court records. The main split is between District Court and Municipal Court. Kiowa County Judicial District
The 16th Judicial District covers Kiowa, Clark, Comanche, Ford, Gray, and Meade counties. Official district snippets list three district judges and five magistrate judges across the district, while Kiowa's local page identifies Richard McVey as District Magistrate Judge. The district's chief judge, Laura H. Lewis, was reappointed in an October 2025 Kansas courts release. Another October 2025 release announced the retirement of District Magistrate Judge Keith Whitney from the same judicial district after 29 years.

Kiowa County Lower Court Path
